What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

The ICT route covers an internal transfer to Finland within a company or group to work as a manager, specialist or trainee, where the posting undertaking is outside the EU.

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

The transfer relationship itself must be documented: the applicant proves that the home and host entities belong to the same company or group of companies (for example by organisation chart or written explanation), and holds an employment contract confirming a contract with the posting company for the secondment abroad.

What are the few decisive professional characteristics of the pathway: occupation, qualifications, experience, salary, skill level, shortage status, labour-market condition or equivalent?

The transferee must be a specialist (specialised knowledge essential to the host entity), a manager (senior position primarily directing the host entity) or a paid trainee employee (career development or training in business techniques); must have been employed by the same company or group for at least three months immediately before the transfer; and the salary must at least match the applicable collective agreement.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

The ICT permit is bound to a specific employer: the holder must mainly work in the duties for which the permit was issued (the duties of the transfer) and also has the right to pursue a trade in Finland.     When you live in Finland under an ICT residence permit, you must mainly work in the duties for which your residence permit was issued. The permit is bound to a specific employer, and you may work in the duties for which you were transferred to Finland. You also have the right to pursue a trade in Finland. You cannot start working before the permit has been issued.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

Specialists and managers may be granted an intra-corporate transferee permit for up to three years. For trainees, the permit can be granted for one year. The official source does not state renewal or a longer-term residence direction.
