Which travellers require a transit visa/permission and which officially documented exemptions are important?

A transit pass is available to a person who wishes to enter Swaziland (Eswatini) for the purpose of travelling to a destination outside Swaziland. Exempted persons (a class or description of person exempted by the Minister under the Act) do not need an entry permit or pass. Can the traveller remain airside, and under what circumstances must immigration control be crossed?

Every person other than an exempted person must, immediately on arrival, report in person to the nearest immigration officer. When an aircraft arrives, the person in charge must prevent such persons from leaving the airport precincts until authorised by an immigration officer, and must notify the immigration officer if a passenger whose destination is outside Swaziland fails to continue the journey on that aircraft. (1) Every person other than an exempted person, shall immediately on arrival in Swaziland, present himself in person and report his entry into Swaziland to the nearest Immi- gration officer and, if so required by an immigration officer, complete an entry declaration form in Form I in the First Scheduled hereto and deliver the same to an immigration officer.

The permission is a transit pass. The person applies to an immigration officer in Form 10, must hold such valid documents as are required to enter the country of destination and be otherwise qualified under that country's law to enter it; the pass is endorsed in the holder's passport.
