The entry-permit application notes state that entry permits are issued to non-citizens with skills not currently available on the Eswatini labour market, on the understanding that effective training programmes produce trained citizens within a specified period, and the application must state the applicant's educational, technical or professional qualifications and previous experience.

The permit is tied to the employment for which it was issued: if, without written approval of an immigration officer, the holder ceases that employment or engages in any other employment, occupation, trade, business or profession (paid or not), the permit ceases to be valid. For family, where the applicant holds an entry permit, the particulars of his wife and children (as dependants) may be endorsed on the entry permit at an immigration officer's discretion; dependant's passes are issued in Form 7.

The period of validity of an entry permit is at the discretion of the Chief Immigration Officer; it may be renewed for further periods on payment of the renewal fee, but may not be issued or renewed for a period exceeding five years from the date of issue. As a longer-term direction, the Act's Class J entry permit covers a person resident in Eswatini for a continuous period of ten years who has khonta'd under Swazi law and custom and has applied for, and not been refused, full Swazi citizenship.
