Which family relationships qualify?

Spouse or registered partner, minor children, adult children unable to cope independently due to health or disability, parents/grandparents in need of care (sponsor child/grandchild's income must cover them and the sponsor must hold a long-term residence permit), and wards settling with a guardian.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

An Estonian citizen or a foreign national residing in Estonia on a residence permit; a sponsor spouse/partner on a study permit must have lived 2 years on a residence permit (not for doctoral students); a spouse permit is not granted if the sponsor holds a temporary residence permit for short-term employment (except for citizens of Ukraine).

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

Spouses must share close economic ties and psychological dependence, a stable family and a non-fictitious marriage; documents include a marriage certificate if married abroad, the child's birth certificate if registered abroad, notarised consent of a parent not moving for a minor child, and a document certifying guardianship.

What important financial, accommodation, insurance or maintenance responsibilities apply?

The sponsoring spouse/partner must have permanent legal income ensuring the family's subsistence, or the spouses' joint permanent legal income must ensure it; family members must prove accommodation (with exceptions) and hold health insurance.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

Apply at an Estonian embassy or consulate in the country of origin or residence, or at PBGB in Estonia if lawfully staying there; permit up to 5 years, extendable up to 10 years at a time, not beyond the inviting party's permit; unrestricted right to work; a long-term residence permit may be applied for after five years of continuous residence.
