The decisive features are professional qualification and salary. For regulated professions, documents proving that the national legal requirements are met are required; for unregulated professions, documents proving the relevant higher professional qualifications. The employer must pay at least 1.5 times the annual average gross monthly salary last published by Statistics Estonia, or at least 1.24 times that salary for listed categories in sectors with many unfilled vacancies: top specialist or supervisor; top specialist in natural or technical science; top specialist in health service; specialist in pedagogics; specialist in business or administration; and specialist in information or communication or in the legal, cultural or social sphere. The Police and Border Guard Board salary table gives, for applications accepted from 5 March 2026 to March 2027, 3138 EUR at the 1.5 rate and 2594 EUR at the 1.24 rate.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

The standard validity in Estonia is 27 months. The Blue Card is issued for the duration of the employment contract plus three months, but not longer than two years and three months, and it can be renewed multiple times for up to four years and three months at a time.
