What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

This pathway is for a non-EU/third-country national who wants to work as an employee in Estonia. It covers either registered short-term employment or a temporary residence permit for employment.

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

Employer involvement is central. For short-term employment, the employer must register the employment with the Police and Border Guard Board before work starts. For a temporary residence permit for employment, the employer can submit the invitation by employer and, if required, the Estonian Unemployment Insurance Fund permission to the Police and Border Guard Board, and the employer should pay a salary at least equal to the latest annual average wages published by Statistics Estonia.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

A temporary residence permit sets the conditions under which the holder may work. It can allow concurrent work for several employers under the permit conditions, and another post with the same employer where the stated conditions and professional requirements remain satisfied. Changes must be notified to the Police and Border Guard Board. The official source does not state whether family may accompany the holder.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

A temporary residence permit for employment is granted for up to five years and may be extended. After five years of continuous residence on a residence permit, the holder may apply for a long-term residence permit if the additional conditions are met.
