What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

The foreign-worker licence is for foreigners whom companies bring from abroad to use their expertise, or foreigners already in Egypt who wish to work at the company (through an exemption from recruitment).

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

An employer is required: the beneficiaries are foreign business owners and Egyptian companies that wish to employ foreigners for their expertise. Foreigners may not exceed 10% of all staff across all branches, except in special cases covered by an explicit law or an exemption-committee decision. The company names two Egyptian assistants whom the foreigner must train. Companies under the Investment Law or the petroleum authority apply with a recommendation from that authority.

What are the few decisive professional characteristics of the pathway: occupation, qualifications, experience, salary, skill level, shortage status, labour-market condition or equivalent?

The foreigner's professional experience must be certified by the competent authority of their home country (or the country where they last worked), authenticated by an Egyptian embassy abroad or by the Egyptian Ministry of Foreign Affairs, translated into Arabic, and must cover at least three years in the same field. Where the profession requires it (e.g. the performing-arts/music syndicate, the engineers' syndicate or the doctors' syndicate), that syndicate's approval is also required.
