Which family relationships qualify?

A spouse; children and grandchildren under 21 or dependent; dependent parents and grandparents; other family members who are dependent or need personal care on serious health grounds; and unmarried partners in a durable relationship.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

An EU citizen who has moved to and lives in another EU country, shown by their registration certificate or other proof of residence there. Joining an EU spouse in the spouse's own country of origin, without having lived together in another EU country, falls under national rules instead.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

Proof of the family relationship, such as a marriage or birth certificate. No other documents may be requested.

What important financial, accommodation, insurance or maintenance responsibilities apply?

It depends on the EU citizen's status. If the EU spouse is legally employed, no conditions apply. For a pensioner, sufficient income to live without income support and comprehensive health insurance for the whole family. For a student, enrolment at an approved establishment, sufficient income for the whole family and comprehensive health insurance.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

Up to 3 months: passport and visa only if required. Beyond 3 months: apply for a residence card within 3 months of arrival. The decision is due within 6 months, and the family member cannot be expelled if their visa expires while it is pending. The card is valid 5 years (or the planned stay if shorter). Near the end of 5 years of continuous legal residence, they can apply for a 10-year, automatically renewable permanent residence card. If the EU spouse dies, residence can continue after 1 year living there. After divorce, it can continue after 1 year of residence and 3 years of marriage.
