Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

The applicant must be transferred from an undertaking established outside the EU to a host entity in Cyprus that belongs to the same undertaking or group of undertakings, certified by the Department of Labour. The host entity in Cyprus submits the permit application, and a work contract and, if necessary, an assignment letter from the employer, certified by the Department of Labour, are required.

What are the few decisive professional characteristics of the pathway: occupation, qualifications, experience, salary, skill level, shortage status, labour-market condition or equivalent?

The distinctive condition is prior employment by the same undertaking or group before the transfer from outside the EU. The official page gives two different periods: the conditions section states 12 months for managers, 12 months for specialists and 6 months for trainees, while the documents list requires evidence of at least 12 uninterrupted months of employment immediately preceding the transfer, certified by the Department of Labour, without a separate period for trainees. The professional qualifications and experience needed must also be certified by the Department of Labour. The official source does not reconcile the two periods for trainees.

Limits of the record
  • The source is internally inconsistent: the conditions give 6 months for trainees, while the documents list asks for at least 12 uninterrupted months without distinguishing trainees.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

During the validity of the ICT permit the holder may work in any of the group companies; if the ICT requirements are no longer met, the holder must leave. Family members receive a renewable family-reunification residence permit with the same validity as the sponsor's permit, and the spouse has access to employment and self-employment in Cyprus.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

The ICT permit is valid for at least one year or the duration of the transfer, whichever is shorter, and may be extended to a maximum of 3 years for managers and specialists and 1 year for trainee employees. The official source does not state a longer-term residence direction.
