Under Law No. 88-025 of 29 December 1988, holders of short-stay or long-stay visas may not engage in any paid activity, salaried or not. A foreigner holding a residence card (carte de séjour) who wishes to exercise a professional activity must obtain a resident card (carte de résident), which replaces the residence card and is issued for ten years, renewable. For salaried activity the application goes to the Minister of Labour and Social Affairs and must include an employment contract; grant and renewal are decided by the Council of Ministers. Employing a foreigner who does not hold this resident card is an offence. The law does not state whether the card is tied to a specific employer, occupation or sector, and gives no family accompaniment or work rights for this card.
