The residence is for a foreign member or supporting staff of a team led by a foreigner with outstanding contributions to China or urgently needed by China, on that leader's recommendation. The official source does not state whether the holder may change employer, work independently or establish a business. Work in China requires a work permit and a work-type residence permit, and the holder may not engage in activities inconsistent with the purpose of the stay or residence. The spouse, parents, spouse's parents and children under 18 of a foreign resident who enter on an S1 visa to visit family may apply for residence with a letter explaining the kinship and the resident's residence permit; the permit may be issued for a validity consistent with the resident's permit.

Foreigners with outstanding contribution or urgently needed by China may recommend foreign members or supporting staff of the team under his/her leadership to apply for long-term visa or residence permits valid for no more than 5 years from the exit and entry departments of relevant public security organs.

For foreigners entering China with S1 visa for the purpose of visiting family, the applicant shall submit a letter explaining the kinship (spouse, parents, spouse's parents, minor children below 18) from and the residence permit of the person being visited.
