For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?
A traveller who does not need a work permit will still likely need a visitor visa or an electronic travel authorisation (eTA) to enter Canada. The official source does not state which travellers are exempt from both.

- the page gives no nationality matrix and no rule for deciding which of the two applies: it links to IRCC's visa/eTA checker, so no claim can be made for any particular nationality
- it does not say whether a business visitor is exempt from either document
