What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

The pathway is designed for skilled workers whose main profession is included in the List of Regulated Professions of the Ministère, and who hold an authorisation to practise or proof of partial or full recognition of equivalence of training or diploma from the regulatory authority governing their occupation in Québec.

  • Stream 3: Regulated professions - Hold an assessment from the regulatory authority
You must hold one of the following documents issued by the regulatory authority governing your occupation in Québec: Authorization to practice your occupation in Québec; Proof of partial or full recognition of equivalence of training or diploma dated no more than five years prior to the date of submission of your application for permanent selection.

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

What the general requirements impose is not an employer but an intention: the applicant must intend to settle in Quebec to take up employment, and that intended employment must not be on behalf of a company over which they exercise legal or de facto control, directly or indirectly, and must not be in the listed ineligible areas (payday loans, cheque cashing or pawnbroking; production, distribution or sale of pornographic or sexually explicit products, or sex-industry services such as nude or erotic dancing, escort services or erotic massages). The applicant must also be likely to be able to do the job.

Limits of the record
  • The capture never states whether a Quebec job offer is required or how one is weighted: neither the general requirements nor the stream conditions on the page mention a job offer, an employer, a sponsor or an offer of employment.
  • The page also states, in a separate note, that the applicant does not have to be employed in their primary occupation at the time of invitation or application; that sentence is outside this quotation.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

Family accompaniment is built into the stream's conditions: an accompanying spouse must have spoken French at level 4 or higher on the Echelle quebecoise. The official source does not state what work the selection allows or whether the person is tied to an employer, occupation or sector.

Limits of the record
  • The capture sets out selection conditions only: it does not state what work the Quebec selection allows, or whether the person is tied to an employer, occupation or sector once selected.
  • It states nothing about an accompanying spouse's own right to work.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

Selection under the PSTQ is permanent selection: candidates are invited to apply for permanent selection. While that application is pending, a candidate who was invited and has submitted the demande de selection permanente to Quebec may be eligible for an employer-specific work permit that lets them keep working for their employer in Quebec for up to 12 months; the deadline to apply for that permit is December 31, 2026.

Limits of the record
  • The 12-month work permit is a federal measure, not part of the selection programme: it is open only to a PSTQ candidate who already holds an employer-specific work permit for a Quebec employer, and it is not stream-specific.
  • Neither capture says how long a Certificat de selection du Quebec is valid, how it is renewed, or what the steps are between the certificate and federal permanent residence.
  • The Financial Self-Sufficiency Contract is cited here for the status it names (permanent resident), not as a funds requirement - the funds side belongs to the money box.
  • The progression stated here is programme-wide: neither capture gives any Stream 3-specific duration, renewal or residence step.
  • chars 3244-3463
