For the Quebec Graduates stream (volet Diplomes du Quebec) the applicant must have obtained IN QUEBEC a bachelor's, master's or doctoral degree, a technical college diploma (diplome d'etudes collegiales techniques) or a vocational studies diploma (diplome d'etudes professionnelles), alone or followed by an attestation of vocational specialization, of at least 1,800 hours - held as at 19 November 2025. The programme leads to an application for permanent selection by Quebec. It has been reopened temporarily for two years, from 2 July 2026 to 2 July 2028, with the same selection conditions as applied before each stream was suspended; and under a management decision by the minister, a permanent selection application may be received in either of the programme's two streams only from 2 July to 31 October 2026.
