No employer or job offer is required. This is an open work permit that lets the holder work for any employer in Canada, except an employer listed as ineligible for failing to comply with the conditions, or one that regularly offers striptease, erotic dance, escort services or erotic massages. The relationship that has to be established is with the student, not with an employer.
