What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

This permit is for foreign nationals coming to Canada either to complete a residency at a Canadian hospital or in a clinical setting as part of their medical training (medical and dental residents), or to continue specialising in a highly specific field of study to advance clinical or medical research (medical fellowships).

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

The employer relationship is decided by who pays: the income offered must not be funded by Canadian taxpayers' money or public means through a national or sub-national Canadian government institution, as opposed to private institutions, private universities or foreign governments. A placement at a publicly funded Canadian university is still possible under C45 as long as that university is not paying the wages.

Limits of the record
  • This funding rule is the rule for RESIDENCY positions: the eligibility section says separately that medical research fellows can be publicly funded, so the cohort of the citation is narrower than the via.
  • The citation says nothing about the employer's own obligations (offer of employment through the Employer Portal, compliance fee), which the capture covers elsewhere.

The income offered to the foreign workers must not be funded by Canadian tax payers’ money or public means through a national or subnational Canadian government institution, as opposed to private institutions, private universities or foreign governments. For example, foreign nationals can get a placement with the University of Ottawa (Canadian publicly funded institution) under C45 as long as their wages are not being paid by the University of Ottawa.

What are the few decisive professional characteristics of the pathway: occupation, qualifications, experience, salary, skill level, shortage status, labour-market condition or equivalent?

The decisive qualification is a medical degree equivalent to a Canadian Medical Doctorate (for example MD, Doctor of Dental Surgery, Doctor of Dental Medicine); prospective fellows must in addition be recognised medical specialists who have completed residency training.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

The permit is an employer-specific, LMIA-exempt work permit. The official source does not state whether family may accompany the holder.

Limits of the record
  • The capture never states the family position for a C45 holder; the only spouses mentioned on the page are spouses of applicants under the free trade agreements with Korea, Panama and Colombia, in a port-of-entry rule that is a different cohort.
  • The value rests on an instruction to officers in the GCMS table rather than on a statement addressed to applicants.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

The work permit is issued for the length of the residency training or fellowship period, counted in months: residencies typically run 2 to 7 years or more depending on the area of medical specialisation, and fellowships typically 1 to 2 years. The official source does not state renewal or a longer-term residence direction.
