What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

This closed PR stream concerns qualifying paid Canadian work by holders of eligible HKSAR or British National Overseas passports. It is based on Canadian work experience at any skill level, not an occupation-specific temporary permit. New applications closed August 31, 2026, while accepted cases remain in processing.

    ## Stream B: Canadian work experience To be eligible for this stream, you must * hold a valid passport issued by one of the following: * Hong Kong Special Administrative Region of the People’s Republic of China * United Kingdom to a British National (Overseas) as a person born, naturalized or registered in Hong Kong * be physically present in Canada when you apply and when you get permanent residence * have valid temporary resident status in Canada * intend to live in Canada, in any province or territory other than the province of Quebec * take an approved language test that shows you have a level 5 score in all 4 skills (reading, writing, listening and speaking) in English or French on one of the following scales: * Canadian Language Benchmarks (CLB) * Niveaux de compétence linguistique canadiens (NCLC) * have worked in Canada for the required amount of hours in the 3 years before you apply. ### How to meet the hours of work requirement To be eligible for this stream, in the last 3 years before you apply, you must have: worked in Canada for at least 1,560 hours in total (through paid full-time or part-time work) held a Canadian work permit for at least 1 year You must have been allowed to work legally in Canada for these hours to count. This means you either had a valid work permit, or you were exempt from needing a work permit. You can’t include any hours of work that you spent * as a full-time student * self-employed * working outside Canada * on leave from your job (medical, parental or similar) * on an extended absence outside Canada * unemployed ## Stream A: In-Canada graduates

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

Applicants must prove each qualifying Canadian job. Employer letters may show job title, dates, weekly hours, salary, benefits, employer contact details and the supervisor or HR signature; tax records, employment records, payslips and salary deposits are other examples. The signed policy bases this stream on completed authorised Canadian work rather than listing a new job offer or LMIA as a separate PR criterion.

    ## Conditions (eligibility requirements) applicable to principal applicants Based on the public policy considerations, delegated officers may grant permanent resident status to foreign nationals who meet the following conditions: The foreign national 1. holds a passport issued by 1. the Hong Kong Special Administrative Region of the People’s Republic of China, as defined by paragraph 190(2)(d) of the Regulations, or 2. the United Kingdom to a British National (Overseas), as a person born, naturalized or registered in Hong Kong, as defined by paragraph 190(2)(e) of the Regulations 2. has submitted an application for permanent residence by the electronic means made available on the website of the department (online) or with an alternate application format provided by the department if the foreign national or their representative indicated they are unable to apply online 3. has attained a level of proficiency of at least benchmark 5 in either official language for each of the 4 language skill areas, as set out in the Canadian Language Benchmarks or the Niveaux de compétence linguistique canadiens: 1. this must be demonstrated by the results of an evaluation by an organization or institution designated by the Minister for the purpose of evaluating language proficiency under subsection 74(3) of the Regulations and 2. the evaluation must be less than 2 years old when the permanent residence application is received 4. is physically present in Canada at the time when an application for permanent residence under this public policy is made, and at the time of granting of permanent residence 5. has a valid temporary resident status in Canada 6. intends to reside in a province or territory other than the province of Quebec 7. meets the criteria of either one of the following streams: 1. Stream A: 1. in the immediate 3 years preceding the date when the application is received, graduated from a post-secondary designated learning institution in Canada, as defined in section 211.1 of the Regulations with 1. a degree 2. a diploma for completion of a program that is at least 2 years in length or 3. a graduate or post-graduate diploma, certificate or credential * for completion of a program that is at least 1 year in length. To be eligible, that program must require the completion of a post-secondary degree or diploma as a prerequisite for acceptance into the program and * the post-secondary degree or diploma must have been obtained no more than 5 years before the commencement of the graduate or post-graduate program 2. the program of study was completed in any field of study, with at least 50% of the program of study (total courses) completed while physically present in Canada, either in class or online. 2. The Stream B Hong Kong permanent-residence pathway closed to new applications on 31 August 2026; the following work-experience criteria matter only to applications IRCC accepted by that date. The policy requires at least one year of full-time Canadian work or part-time equivalent within three years before application; the page expresses this as 1,560 paid hours. Full-time student work, self-employment, outside-Canada work, leave, extended absence and unemployment are excluded. English CLB or French NCLC 5 is required in all four skills. The page also says a permit must have been held for one year, while the signed policy accepts authorised permit-exempt work without that separate holding rule; this discrepancy remains unresolved.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

Once PR is granted, the person can live, work or study anywhere in Canada. The application-stage intention must be to settle outside Quebec. Qualifying accompanying family may receive PR through the policy, whether in or outside Canada, subject to their own definition and admissibility requirements.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

New PR intake closed August 31, 2026; accepted cases continue. PR is not a fixed-term work or study permit and does not expire merely because its card expires. The usual residency obligation is 730 days in five years, with permitted overseas time. A separate optional open work permit of up to three years may support eligible pending applicants; this does not reopen PR intake.
