For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

This is a standing border-crossing permission rather than an ordinary visa: Article 7(6) of the 1994 Law on Immigration classes as non-immigrant aliens foreigners living along the borders adjoining Cambodia's provinces who have received permission to cross the border repeatedly, or on a single occasion. The Law does not set the conditions itself; it refers them to a Sub-Decree.

  • This is the English version, which the document itself labels '(UNOFFICIAL TRANSLATION)'. The authentic text is the Khmer original in capturas/ea1c1b9069e3e7ae.txt.
  • Checked the Khmer original: Article 7 point 6 is present and carries the same substance - foreigners residing along the borders adjoining Cambodia's provinces who have received permission to cross repeatedly or occasionally, with the conditions left to a sub-decree.
  • The Sub-Decree that Article 7(6) says will set the conditions for this permission is not among the captures, so which border populations qualify and how the permission is granted remain unstated.
  • The Law does not say whether this permission replaces the advance incoming visa that Article 8(1) requires of non-immigrant aliens generally, or is held in addition to it.

  • Looked for a stated purpose for border-resident crossings. Article 7(6) describes only who the person is (a foreigner living along a border adjoining a Cambodian province) and the form of the permission (repeated or single crossings); it attaches no purpose such as trade, family, work or market visits, and defers all conditions to a Sub-Decree that is not captured. Article 7's other points do state purposes for their own categories - transit at 7(3), tourism at 7(4), business at 7(5), fishing at 7(8) - which makes the silence at 7(6) a feature of the provision rather than an OCR loss.

What maximum stay, rolling-period rule, validity and entry rules apply?

The checked official sources did not provide enough route-specific evidence to confirm the maximum stay, validity and entry rules.

Limits of the record
  • Looked for a maximum stay for border-resident crossings. Article 7 sets an express limit for other categories in the same list - not more than one week for transit at 7(3), and not over 3 months extendable by up to 3 more months for business visitors at 7(5) - but attaches no duration to 7(6), leaving it to the Sub-Decree. No duration for this category appears in the CDC handbook or on the e-Visa portal either.

What important funds, accommodation, invitation, insurance, onward-travel or passport evidence may be required?

Article 8 requires every non-immigrant alien to carry their own passport or another equivalent document bearing an incoming visa granted by the authorities, and to pay the visa charges and the airport and water-port fees, the conditions for those payments being set by Sub-Decree. The official source does not state funds, accommodation, insurance or onward-travel evidence for this permission.

  • This is the English version, which the document itself labels '(UNOFFICIAL TRANSLATION)'. The authentic text is the Khmer original in capturas/ea1c1b9069e3e7ae.txt.
  • Checked the Khmer original: Article 8's three conditions are present with the same substance - prior entry permission through Cambodian diplomatic or consular authorities, a passport or equivalent document bearing the entry visa, and payment of visa fees and airport or port charges set by sub-decree.
  • The link to this route is a cross-reference, not part of this citation: Article 7 (cited at R1) places border-area residents among non-immigrant aliens, and Article 8 then states the conditions for that class as a whole. Article 8 itself never mentions border residents.
  • The Law does not say how Article 8's conditions are modified for the Article 7(6) permission, whose own conditions it defers to a Sub-Decree that is not among the captures.
  • No funds, accommodation, insurance or onward-travel evidence is stated for this category anywhere in the Law.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

Where permission is required it is obtained in advance from the Royal Government of Cambodia, through a Cambodian diplomatic authority or consulate, or through a foreign authority representing Cambodia's interests abroad. The official source does not state whether the permission can be extended or changed.

  • Article 8(1) is the general channel for non-immigrant aliens. Article 7(6) expressly leaves the conditions for the border-crossing permission to a Sub-Decree that is not captured, so the Law does not confirm that a border resident uses this channel rather than a local border procedure.
  • Nothing in any capture states whether a border-crossing permission can be extended or converted into another status.
