What exactly is the official special programme/status and why does it exist?
The official programme is the BIOT Outer Islands mooring permit. It exists only to let vessels rest at specific anchorages when essential for safe passage across the Indian Ocean; BIOT is not a tourist destination. BIOT has no visa requirement, but prior approval and a permit before arrival are required. The Administration currently states that substantive consideration of new entry-permit applications has been paused since 31 March 2026 except in exceptional circumstances; permits needed for Diego Garcia military-facility operations and official BIOTA business are separately excluded from that pause.
