Which travellers require a transit visa/permission and which officially documented exemptions are important?

Belgium requires an airport-transit visa (ATV/type A) for nationals of the common Schengen list and Belgium’s additional list when they pass through an airport’s international transit area. The official DOFI common list names Afghanistan, Bangladesh, the Democratic Republic of the Congo, Eritrea, Ethiopia, Ghana, Iran, Iraq, Nigeria, Pakistan, Somalia and Sri Lanka. Its additional Belgian list names the Dominican Republic, Guinea, Guinea-Bissau, Haiti (ordinary passports only), Nepal, 'South Soudan' (spelled this way on the page), Sudan, Syria, Turkey, Yemen (ordinary passports only), Palestinians, Uzbekistan, Tajikistan and Burundi from 1 August 2026. DOFI limits the stated service/special-passport exception to Belgian-list entries 13–25. The linked exemption annex also lists specified Schengen/Cyprus/Ireland/other-country permits or visas, EU citizens’ family members, diplomatic passports and qualifying flight crew.

Can the traveller remain airside, and under what circumstances must immigration control be crossed?

A type-A airport-transit visa covers transit through the international transit area of one airport and does not itself permit entry. At Brussels Airport, the published routing says a non-Schengen-to-Schengen connection passes security and border control; Schengen-to-non-Schengen passengers pass border control before departure; and non-Schengen-to-non-Schengen passengers are directed to security screening.

What officially documented baggage collection, terminal, separate-ticket or self-transfer situations affect the immigration requirement?

Brussels Airport says luggage is usually transferred automatically when flights are on one booking; with separate tickets, passengers must collect it at baggage reclaim and check it in again. Its page does not say that a separate ticket alone determines immigration control. If baggage collection or re-checking requires entry from the international transit area, a type-A visa does not grant that entry.

The official sources do not establish a maximum layover duration, overnight allowance or permission to change airports for this route. Belgium's Immigration Office describes the type-A visa as valid for transit through the international transit area of one airport of the Member States, while the consolidated Visa Code (version of 28 June 2024) defines an airport transit visa as valid for transit through the international transit areas of one or more airports of the Member States. The Visa Code says multiple airport transit visas may be issued with a period of validity of a maximum six months; that is visa validity, not a maximum time a passenger may remain in an airport. For double or multiple airport transit, the competent Member State is the one where the first transit airport is situated. The official source does not state a maximum transit duration, an overnight rule or whether changing airports is permitted.

If permission is required, what permission is it, where/how is it obtained, and what core onward-travel evidence is required?

If an airport-transit visa is required and no exemption applies, Belgium describes the permission as type A. Under the official Visa Code consolidation dated 28 June 2024, a single-airport application belongs to the Member State where that airport is situated; for double or multiple airport transit it belongs to the state of the first transit airport. The competent Member State’s consulate for the applicant’s place of legal residence decides the application. The applicant presents documents on onward travel to the final destination and information showing an intention not to enter the Member States; the listed supporting documents are not exhaustive. DOFI directs the applicant to the embassy, consulate or service-provider website for payment details.
