For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

The Ministry of Foreign Affairs processes entry-visa applications at Minsk National Airport through its Division for the Admission of Foreigners (DAF). The airport procedure is unavailable to foreign citizens arriving on flights from the Russian Federation; they must obtain a visa through a Belarusian embassy or consulate before arrival. The inviter must send the DAF the original invitation and a copy at least two business days before arrival; the DAF stamps the copy, which airlines require at check-in from a foreign citizen without a valid Belarus entry visa. The file also includes a completed application, a 35×45 mm photo taken no more than six months earlier, a travel document and visa-support papers. Health insurance should cover Belarus for the stay with at least €10,000; citizens of Armenia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Uzbekistan, Ukraine, Russia and Turkmenistan are listed exceptions. Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

The airport page says applications are processed through the DAF and visas are issued 24/7. The inviter must submit the original invitation and copy at least two business days before arrival; the airport information desk accepts them on working days from 11:00 to 13:00, while the desk is closed on weekends and holidays, and the page also allows submission by post. Private or tourist applications may also be submitted to Centrkurort at least four business days before arrival in Minsk or seven business days through listed regional offices. To extend a stay, the MFA directs foreigners to the local Citizenship and Migration Department unit where they are registered. Law No. 105-Z allows extension within the ordinary statutory period when circumstances require; illness, natural disaster or another unforeseen event preventing departure may justify extension beyond that period until the event ends. It also provides extensions while specified residence or citizenship-by-registration applications are considered, and for trafficking victims, witnesses or persons assisting an investigation on a reasoned authority request. If an expired visa is extended, an exit visa is generally issued unless one of those applications is pending; registration is extended when the stay is extended.
