Belarus lists study as an entry-visa purpose. A type C visa is short term; the MFA page says its validity cannot exceed 90 days.

The official source does not state a student-specific tuition or proof-of-funds threshold.
The consular fee is set by the Tax Code of the Republic of Belarus. Special rates for some categories of the foreigners are established by the President of the Republic of Belarus.

A type C study visa is an entry visa, not a permanent-residence grant; a type C visa is short term and its validity cannot exceed 90 days. Belarusian law separately provides a permanent-residence ground after five continuous years of lawful residence following temporary residence, subject to the annual absence limit.

прожили в Республике Беларусь после получения разрешения на временное проживание в течение последних пяти лет непрерывно. Срок проживания в Республике Беларусь считается непрерывным, если иностранец находился в Республике Беларусь на законных основаниях и не выезжал из Республики Беларусь либо если иностранец в период нахождения в Республике Беларусь на законных основаниях выезжал из Республики Беларусь на срок не более девяноста суток в календарном году;
