What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

Belarus’s Ministry of Foreign Affairs lists employment as an entry-visa purpose. Category C is short term; category D is a long-term multiple-entry visa.

  • MFA, entry-visa purposes
    ♦ employment;
  • MFA, type C
    ♦ C – short-term visa. It can be single-entry, double-entry and multiple-entry. Visa validity cannot exceed 90 days.
  • MFA, type D
    ♦ D – long-term multiple-entry visa. The visa is issued for the period exceeding 90 days but not more than 5 years.

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

A type C employment visa requires a notarised copy of the special employment permit or official information confirming that it was issued. A type D application requires a visa-support letter from a Belarusian legal entity or foreign representative office, together with either a notarised copy of the special employment permit or information that it has been issued. For the head of a foreign organisation's representative office, the office-opening permit and the appointing letter are listed as a separate case.

What are the few decisive professional characteristics of the pathway: occupation, qualifications, experience, salary, skill level, shortage status, labour-market condition or equivalent?

The decisive feature is the special employment permit: immigrant workers may work in Belarus only after obtaining a special permit and concluding a fixed-term employment agreement (other than the form Belarusian law calls a contract), whose term may not exceed the permit's validity. The visa application relies on a notarised copy of that permit or official information that it has been issued. The Ministry of Foreign Affairs visa page does not state a general degree, experience or salary threshold.

Limits of the record
  • The visa page does not set occupation, salary or qualification tests; route-specific work-permit criteria remain conditional.
  • MFA, employment-visa support
    a notarised copy of a special employment permit, issued by the local unit of the Citizenship and Migration, or information available at the Belarusian diplomatic mission abroad or at the Division for the Admission of Foreigners of the Consular Department of the Ministry of Foreign Affairs (DAF) on the issuance to the foreigner of a special employment permit in the Republic of Belarus;
  • MVD, employer guidance, work authorisation
    Трудящиеся-иммигранты могут осуществлять трудовую деятельность в Республике Беларусь при условии **получения специального разрешения и заключения срочного трудового договора,** за исключением контракта. Срок трудового договора не должен превышать срока действия специального разрешения.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

An entry visa authorises travel under its conditions; the MFA visa-support page does not itself grant employment rights. MVD says immigrant workers covered by the relevant law need a special permit and employment agreement, subject to listed exceptions. The official source does not state any tie to employer or sector, or whether family members may accompany.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

A type C visa may be single, double or multiple entry and its validity cannot exceed 90 days. A type D visa is multiple entry, valid for more than 90 days and up to five years; the MFA visa-procedure page states that D visa holders may stay for up to 90 days unless an international agreement provides otherwise. The official source does not state employment-specific renewal conditions or a longer-term residence direction.
