Applicants cannot apply directly. They must first register in the pre-application ballot as an eligible Pacific island or Timor-Leste national; only those selected in the ballot and invited by the Department may then submit a visa application.

Yes. The applicant, or the applicant's spouse or de facto partner included in the application, must have an offer of employment in Australia. The offer must include details of the position, the salary and work conditions, and the Australian employer. If it cannot be provided when the application is submitted, it must be provided as soon as possible afterwards. Adverse information about an Australian organisation may affect its suitability as an employer.
