For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

This is the eVisitor (subclass 651) — a free temporary entry permission for citizens of a defined list of (mainly European) countries, applied for from outside Australia, allowing multiple entries over a 12-month period. Australian citizens are ineligible to apply.

What short-visit purposes does this route cover?

The permitted purpose is visiting family or friends, going on a cruise or holiday, undertaking business visitor activities, and — in some circumstances — studying or training for up to 3 months. The holder must only intend a temporary stay and obey any visa condition and stay period.

What maximum stay, rolling-period rule, validity and entry rules apply?

Each stay is up to 3 months at a time, and the eVisitor allows the holder to visit Australia as often as they wish within a 12-month period, as long as no single stay exceeds 3 months.

What important funds, accommodation, invitation, insurance, onward-travel or passport evidence may be required?

The applicant must be a citizen of, and hold a valid passport from, one of a defined list of eligible countries (a non-citizen passport, certificate of identity, Titre de Voyage, or certain British non-citizen passport types do not qualify), and must meet health and character requirements — applicants who previously failed the health requirement, or who have a criminal conviction in any country, are instead directed to apply for the Visitor (subclass 600) visa, and an eVisitor holder who arrives in Australia with a criminal conviction might be refused entry.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

Eligible applicants apply from outside Australia; the eVisitor is free to obtain. Applicants must have enough money to support themselves in Australia and to leave at the end of their stay, must have no unpaid debt to the Australian Government (or an arrangement to repay it), and for applicants under 18 the visa might not be granted if that would not be in the child's best interests. The official source does not state when a stay can be extended or changed.
