What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

The applicant must usually be under 45 years old when applying (exemptions exist for certain academics, government/university scientists and researchers, and some subclass 444/461 visa holders with 2 years' relevant work in the last 3), be nominated by an Australian employer for an occupation on the Core Skills Occupation List, have at least 3 years' relevant work experience (unless exempt), hold a positive skills assessment (unless exempt), meet at least Competent English, and meet health and character requirements.

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

Yes. The applicant must be nominated by an Australian employer whose business is actively and lawfully operating, and must apply within 6 months of the nomination being approved. The nomination must be approved before the visa can be granted, and the visa cannot be granted if there is adverse information about the nominator or an associated person (unless it is reasonable to disregard it), if the nomination is withdrawn, or if the position is no longer available. The holder is expected to work for the nominating employer for at least 2 years and agrees to begin that employment within 6 months of entry to Australia (if granted outside Australia) or of the grant date (if granted in Australia).

What are the few decisive professional characteristics of the pathway: occupation, qualifications, experience, salary, skill level, shortage status, labour-market condition or equivalent?

The nominated occupation must be on the Core Skills Occupation List. Unless exempt, most applicants need at least 3 years of relevant work experience and a positive skills assessment issued no more than 3 years before the application. Exemptions from the skills assessment (and therefore from the work experience requirement) apply to certain university academics, scientists, researchers or technical specialists nominated by an Australian government scientific agency, and some subclass 444 or 461 visa holders who have worked for the nominating employer in the nominated position for at least 2 years in the last 3 years. The applicant must have at least competent English.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

Holders can live, work and study in Australia indefinitely; they are expected to work for their nominating employer for at least 2 years. Family members can be included in the application when applying or added after applying but before a decision. Family members are the partner, a dependent child or stepchild, the partner's dependent child or stepchild, and the dependent child or stepchild of the applicant's or partner's dependent child or stepchild. A subclass 457 or 482 visa holder granted that visa as a member of the applicant's family can also be included, but must hold that visa and be included when the application is made. Family members who apply must meet health and character requirements.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

This is a permanent visa granting indefinite stay in Australia from the day it is granted (or, for applicants outside Australia, from the day they enter on the visa). Holders can travel to and from Australia for up to 5 years from grant; after that they need a Resident Return visa to keep travelling as a permanent resident.
