The applicant must be registered as crew by their air carrier and be travelling on a commercial or chartered passenger, freight or cargo flight as an airline crew member, airline positioning crew member, or aircraft safety inspector. Crew members holding an Australian or New Zealand passport do not need this authority. Private flight operators cannot use it — the flight must be commercial or chartered.

The authority allows the holder to travel to Australia as part of their work as an international airline crew member or safety inspector, or to arrive as a passenger as airline positioning crew to move an international aircraft from Australia. It cannot be used to work on more than one domestic leg in Australia, and that domestic leg must be part of an international arrival or departure flight, nor to travel as a passenger to Australia unless the holder is an airline positioning crew member. Family cannot be included on this travel authority.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

The registration itself is valid for the life of the holder's passport, but each individual stay in Australia is capped at 30 days for airline crew members and aircraft safety inspectors, or 5 days for airline positioning crew. The authority cannot be extended beyond these periods — a different visa is required to stay longer.
