Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

An extension, or a change of migration category or subcategory, must be applied for within the 10 days before a transitory residence expires (60 days for a temporary residence). Anyone who applies voluntarily within the 30 days after the deadline has passed pays a 50% surcharge on the extension fee. The official source does not state where the application is made.
