What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

H.2 is Andorra's temporary immigration authorisation, for work lasting more than 30 days, for workers of foreign companies. It only authorises the holder to carry out the authorised works and to reside in the Principality for as long as those works last. It is applied for by a person who wants to engage the services of a foreign company or a foreign self-employed professional to carry out a specific job in Andorra.

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

There are two parties: the beneficiary of the works in Andorra and the foreign company or self-employed professional providing them. A foreign self-employed worker attaches proof of self-employed status in their country of origin; for employees of a foreign company, the company's commercial or corporate purpose must always match the nature of the works to be carried out in Andorra, and the worker's link to the company and their employment contract must be filed, respecting the mandatory minimum labour standards in force in Andorra.

    Si el beneficiari dels treballs és una persona física de nacionalitat andorrana, ha d’adjuntar-hi una còpia del passaport, i si és una persona física estrangera legalment resident, una còpia de l’autorització d’immigració. Si el beneficiari dels treballs és una persona jurídica, ha d’adjuntar-hi una còpia del certificat d’inscripció al Registre de Societats.

    L’acreditació de la vinculació del treballador amb l’empresa estrangera, així com el contracte de treball atorgat entre ambdós parts, que ha de ser respectuós dels mínims irrenunciables de compliment obligatori per a assalariats i empresaris vigents al Principat d’Andorra en matèria laboral.

The route is defined by the posting rather than by the worker's occupation. Social protection is central: the official posting forms of the country of origin's social-security body are required where a convention applies (E-AND-28 and E/AND.101 for Spain, SE 130-01 and SE 130-08 for France, P/AND-2 and P/AND-3 for Portugal) or, failing that, health insurance covering 100% of medical or health expenses and invalidity from an accident at work, for all the workers and the whole duration of the works.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

The authorisation is strictly limited: it only permits the authorised works and residence in Andorra while those works last. The official source does not state whether family may accompany.
