Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?
Application is made through the MFA Visa Department's online form, followed by attendance at an Afghan political representation or consulate abroad with the printed form, passport and documents, and payment at the designated office. The MFA states that visas are issued for one month to one year and can be renewed when the validity period expires; the Afghan Embassy in Islamabad states that those wishing to stay longer apply to the Consulate Directorate of the Ministry of Foreign Affairs in Kabul for an extension.

Limits of the record- The application and renewal statements are generic MFA visa instructions, not tourist-specific; no tourist-visa extension conditions, documents, fee or maximum extended stay are published.
- The MFA residence-visa page lists the visas on which a stay may be continued (service, business, entry, student, crew) and does not list the tourist visa, so in-country continuation of a tourist stay is not confirmed.
- The extension statement comes from the Afghan Embassy in Islamabad's page for applicants in Pakistan; the central MFA site does not repeat it.
- Primary legislation checked 2026-09-22 in the Ministry of Justice laws database (laws.moj.gov.af): every instrument on foreign nationals' travel and residence (incl. Gazette 1185 of 2015 and its 2018 amendment, Gazette 1302) is listed with status 'ملغی' (abrogated), and no in-force (نافذ) IEA-era law, decree or procedure on visas or foreigners' residence was found; the abrogated texts are therefore not cited.
